- To save her job she passes him. Licence in hand, he has no reason to book another hour. Within a week he's bought a car he can't afford and is driving her exam route alone at night, at exactly 48 km/h, in the rain, because that is where the two of them exist.
- The auditor — who has been sitting in the back seat of thirty strangers' most vulnerable hour — quietly starts failing people who have nobody waiting for them at the kerb, giving them a reason to come back. The anomaly spreads. Pass rates across the district collapse.

The Ministry's investigation reveals the town's driving school has, for nineteen years, been the region's only functioning mental health service — funded by exam fees, staffed by two people with no training, measured entirely in kilometres driven. They shut it down and replace it with a hotline. The final shot: forty-one cars parked in the test-centre lot at dusk, engines off, drivers just sitting there, because nobody told them where else to go.
