Hook

After his wife dies, 71-year-old Gary Pruitt stops chlorinating their backyard pool. His Southern California HOA fines him $50 a week for 'unsightly green water.' Gary keeps not paying. By August there are cattails, and a 14-year-old birder next door photographs an arroyo toad, a federally endangered species, sitting on his diving board.

Escalation
  1. Fish & Wildlife declares Gary's pool critical habitat. HOA president Darlene Voss is legally barred from fining him, draining it, or even trimming his hedges within 50 feet of the water. Gary becomes the only free man in Sagebrush Estates.
  2. The neighbors figure out the loophole. A whole summer of resentment toward the HOA bubbles over, and 40 households quietly stop running their pool filters. Teenagers carry tadpoles from pool to pool in 7-Eleven Slurpee cups and run their colonization campaign from a shared spreadsheet.
  3. The swamps join up. Toads travel along the storm drains, herons move in, and mosquitoes bring out a county vector-control truck that the toad protections won't let through the gate. Realtors start listing houses as 'pondside living,' and prices go up 18%.
  4. The whole development, 212 stagnant pools, is now unbroken habitat, and the federal government designates Sagebrush Estates a National Wildlife Refuge. To manage it, the feds deputize the nearest existing governing body, which is the HOA board.
✦ Twist

Darlene now carries a federal badge, and her old landscaping rules have become wildlife law with prison time attached. When Gary's granddaughter comes to visit and he tries to drain and refill his pool so he can teach her to swim the way his wife taught their daughter, Darlene personally serves him a cease-and-desist. The rebellion Gary started by letting his pool go has made him the one person in the neighborhood who can never swim in it again.

💡 Every escape route the residents dig out of the rules ends up as a stricter rule, so the loophole they all used to get away from the HOA becomes the HOA's new source of power.
